Access to the specified information is granted by the service provider by hand or automatically 24-7. The Federal Service for Supervision in the Sphere of Communications, Information Technology and Mass Communications draws one’s attention to the fact that extraction access is performed solely by using a qualified electronic signature issued by a center authorized by the Russian Ministry of Communications.
One receives access to extracting information from the unified register by hand: one applies for information. To be extracted from the register. On receiving access to extracting information from the unified register is done both by hand and automatically.
The telecommunications service provider must restrict access to the site within a day after including the network address allowing one to identify a website containing information whose dissemination is forbidden in the Russian Federation in the Unified Register.
The decision on including new items in the unified register of the domain names, website references and network addresses allowing one to identify websites containing information whose circulation is forbidden in the Russian Federation may be appealed in court by the website owner, the hosting provider and the telecommunications provider within three months after such a decision is made
The register operator excludes the domain name, the website reference or network address that allows identifying the website based on the website owner’s, hosting provider’s or telecommunication service provider’s request no later than three days after receiving such a request after taking measures on removing information which dissemination is forbidden in the Russian Federation or based on a court decision taking effect on cancelling the decision on including the domain name, website reference or network address that allows identifying a website in the Unified Register.
