for cooperation between the Blacklist Operator with the hosting provider PDF ; DOCFederal Service for Supervision in the Sphere of Telecom, Information Technologies and Mass Communications receives messages from citizens, legal entities and individual entrepreneurs, government bodies and local authorities about illegal information on websites.
The Federal executive bodies authorised by the Russian government register domain names and (or) website references, and network address in the Unified Register in respect to certain types of information and materials that are distributed through Internet, the distribution of which is prohibited in the Russian Federation are the Ministry of Internal Affairs of the Russian Federation, the Federal Service for Supervision of Consumer Rights Protection and Human Welfare and the Federal Service for Supervision of Communications, Information Technology, and Mass Media .
I. The Ministry of Internal Affairs of the Russian Federation is responsible for making decisions regarding registering domain names and (or) website references, and network address in the Unified Register concerning information about methods of developing, preparation and usageof narcotics, psychotropic substances and their precursors, places of acquisition of such substances and their precursors, as well as methods and places of narcotic plants cultivation.
II. The Federal Service for Supervision of Consumer Rights Protection and Human Welfare is responsible for inclusion of domain names, website references and network address in the Single Register, for information on how to commit suicide and incitement to commit suicide.
III. The Federal tax service makes decisions for inclusion of domain names, website references and network address in the Unified Register, concerning information which violates the federal law "On state regulation of activities to organize and conduct gambling and on the introduction of amendments to certain legislative acts of the Russian Federation" and Federal law "On lotteries" about prohibition of activities to organize and conduct gambling and lotteries with usage of the Internet and other means of communication, or (and) information providing the possibility of performing actions to transfer funds through foreign providers of payment services included in the lists provided for in Parts 16 and 32 of the Article 5.1 of the Federal Law dated December 29, 2006 No.244-FZ "On governmental regulation of gambling activity and on amendments to certain legislative acts", Parts 11 and 26 of the Article 6.2 of the Federal Law dated November 11, 2003 No.138-FZ" On lotteries".
IV. The Federal Service for Supervision of Communications, Information Technology, and Mass Media is responsible for inclusion of domain names, website references and network address in the Single Register, in respect to:
a) material with pornographic images of minors and (or) the announcements of minors as performers to participate in pornographic entertainment events that are distributed through the Internet;
b) information specified in clauses I, II and VI in the case of its placement in mass media products distributed through the Internet;
c) information disseminated via the Internet which may be banned in the Russian Federation and may be decided upon by authorised bodies or a court;
d) containing promotion of non-traditional sexual relations and (or) preferences, pedophilia, gender reassignment.
V. The Federal Service for Alcohol and Tobacco Market Regulation makes decisions for inclusion of domain names, website references and network address in the Unified Register, concerning information disseminated via the "Internet" network, which contain retail sale by remote way of alcoholic production and (or) alcohol-containing food products, and (or) ethyl alcohol, and (or) alcohol-containing non-food products, the retail sale of which is restricted or prohibited by Russian Federation legislature on state regulation of production and sale of ethanol, alcohol, alcohol-containing food and restriction of consumption (drinking) of alcohol products.
VI. The Federal Agency for Youth Affairs takes the decisions which are the legal basis for the record of the domain names and (or) URLs as well as the network addresses in the Unified register regarding the information targeted to the inducement or involvement of minors to perform illegal activity harmful for their life and (or) health as well as for the life and (or) health of another person which is disseminated via the Internet, and regarding the information about a minor affected by unlawful acts (omissions) dissemination of which is prohibited by federal laws.
VII. The Federal Service for Surveillance in Healthcare makes decisions that are grounds for including domain names and (or) webpage indexes, as well as network addresses in the Unified Register, regarding information disseminated through the Internet that contains an offer on retail sale of medical drugs (including remote sale), the retail of which is limited or prohibited according to the legislation on medical drugs circulation, and (or) information on retail sale of medical drugs (including remote sale) made by person without pharmaceutical license and permission to conduct such sale if the obtaining of license and permission is provided by the legislation on medical drugs circulation.
VIII. The Ministry of Internal Affairs of the Russian Federation, The Federal Security Service of the Russian Federation and The National Guard of the Russian Federation make decisions that are the basis for the inclusion of domain names and (or) indexes of pages of sites on the Internet, as well as network addresses in the Unified Register, with respect to information about methods, means of improvised manufacture of explosives and explosive devices, illegal manufacturing or alteration of weapons and basic parts of firearms, as well as illegal manufacture of ammunitions, excluding information about ways and methods of self-equipment of cartridges for long-barreled civilian firearms.
IX. The Ministry of Internal Affairs of the Russian Federation, the Ministry of the Russian Federation for Civil Defense, Emergencies and Elimination of Consequences of Natural Disasters, the Ministry of Defense of the Russian Federation, the Federal Penitentiary Service, the Foreign Intelligence Service of the Russian Federation, the Federal Security Service of the Russian Federation, the National Guard Troops Federal Service of the Russian Federation, the Federal Protective Service of the Russian Federation, the Federal Customs Service make decisions that are the grounds for including domain names and (or) website page indexes on the Internet, as well as network addresses in the Unified Register, in relation to the distributed through the Internet data containing information about persons in respect of which, in accordance with the Federal Law dated April 20, 1995 No.45-FZ "On State Protection of Judges, Law-enforcement Officials and Controlling Bodies" and the Federal Law dated August 20, 2004 No.119-FZ "On State Protection of Victims, Witnesses and Other Participants in Criminal Proceedings", confidentiality is ensured.
X. The Federal Service for Veterinary and Phytosanitary Supervision, containing an offer on retail sale of medicinal products for veterinary use (including remote sale), the retail of which is limited or prohibited in accordance with the Federal Law "On circulation of Medicines", and (or) information on retail sale of medicinal products for veterinary use (including remote sale) made by person without pharmaceutical license and permission to conduct such sale if the obtaining of license and permission is provided by the legislation on medical drugs circulation.
XI. The Federal Service for Supervision of Communications, Information Technology, and Mass Media makes decisions that are the basis for the inclusion of domain names and (or) indexes of pages of sites on the Internet, as well as network addresses in the Unified Register, with respect to information about ways, methods of providing access to information resources and (or) information and telecommunication networks, access to which is restricted on the territory of the Russian Federation.
On the basis of the 3rd paragraph of Article 11 of the Federal Law 59-FZ messages that contain obscene or abusive language, threats to life, health and property of public officials, as well as members of their family are not taken into consideration.
